753 Analysis of Studies on the National Governance of Scientific and Technical Information

The national governance of scientific and technical information is an important guarantee for the development of national science and technology innovation, as well as an essential part of the construction of a national information governance system. This paper elaborates on both the core issues, such as the system and policies related to research on national science and technology governance, and the core analytical methods adopted by institutes, such as historical analysis, systematic analysis, and ecological interpretation. The special requirements needed for information governance on national science and technology from the point of view of information perception, characterization, and response are highlighted. Additionally, it is essential to pursue the creation of a healthy and sustainable ecological environment for science and technology information and to explore academic achievements that are in line with the concept of overall national security, as well as support national military-civilian integration and an innovation-driven development strategy based on the most comprehensive perspective of time and space.

760 An Exploration of Ways to National Governance of Scientific and Technical Information

National governance of S&T information is a systematic project affected by many elements. This paper analyzes key factors such as resource constriction, policies and regulations, institutional settings, and modern information governance. In addition, it examines the American science and technical information governance model and experience. By referring to China’s current status quo, this paper proposes ways in which to modernize S&T information governance with information awareness as the core task. The specific measures include the following: strengthen the resource construction and achieve resource sharing and integration; increase the government’s intervention and emphasis on S&T information, including improving policies and regulations; and optimize institutional settings and strengthen the construction of talents.

768 Empowerment Evaluation in National Scientific and Technical Information Governance

National S&T information governance, as an essential research object of information studies, aims to solve the problem of uncertain information in decision-making by optimizing the management of information activities. This paper discusses the competence system, evaluation process, tools, and implementation keys of empowerment evaluation in national S&T information governance by examining the origin of the empowerment concept, analyzing the management of information activities, and assessing practices. It concludes that empowerment evaluation aims to empower decision-making abilities, considers the best balance between national security and development and focuses on information ecology. The original intention of empowerment evaluation in the information governance process is to effectively grasp the relationships between perception and practice. Perception, characterization, and response to S&T information are the core processes in information work and become the primary concern in assessing national S&T information governance.

774 Mapping China’s Science and Technology Innovation for Management and Decision-Making

The current trend is to base management and decision-making on big data. As it is formed and developed for S&T information, big data will have a profound impact on S&T management and decision-making processes. Visualization technology used to display the history, present status, and predict future of S&T development is conducive to the scientific and democratic management of science and technology. In response to the trend basing S&T management and decision-making on big data, the Institute of Scientific and Technical Information of China has taken the lead in conducting research on developing, and applying China’s S&T innovation maps. Multi-sourced factual S&T innovation data, using big data analysis methods and technologies—in particular, visualization technology—have been used to present the development status of China’s S&T innovation in dimensions including time and space, and further support S&T innovation management and decision-making processes. At present, research on mapping China’s S&T innovation focuses primarily on urban S&T innovation monitoring and evaluation from macro levels (global and national), to China’s regional provinces and cities, to micro-organizations and even individual scientific researchers. To support the construction of China’s innovative cities, especially urban S&T innovation management and decision-making processes, the following areas are being studied: the development status of urban S&T innovation; the distribution and flow of innovation factors; and the analysis and prediction of development trends and laws. China’s S&T innovation map research and the achievements applied will play an important role in supporting China’s S&T innovation development.

782 Scientific Policy Funding Effects on Scientists’ Innovation Ability Based on DID Model: The Example of the Distinguished Young Scientists’ Project Winners in Earth Science

The development of the world economy, as well as science and technology, shows that scientific and technological innovation is an important engine of economic development. Since the reform and opening up of China, in order to promote the economic and social development of our country, the investment of R&D in China has been increasing. The achievements of scientific research papers have thus increased significantly, but the significant increase in the output of original innovation results has been widely questioned. This empirical study is based on the 1994-2013 geoscience project of the “National Science Foundation for Distinguished Young Scholars” of China, taking the output of the top periodical paper as the evaluation index of innovation ability. After the analysis of the existing research on the “National Science Foundation for Distinguished Young Scholars”, the paper puts forward a framework and theoretical hypothesis of “environment motivation behavior” using the DID model. In order to control for the endogeneity caused by errors, we analyze the fund’s effect on scientists’ innovation ability, verify the theoretical hypothesis, and explain possible reasons based on the “environment motivation behavior” analysis framework. The empirical results show that the fund has reached a significant 9 years, a significant proportion of 1994-2008 years, a significant proportion of 60%, a significant financial support effect and a positive total of 8 years. In these 8 years, the scientists funded by the “National Science Foundation for Distinguished Young Scholars” have not obtained the scientists funded by the jsing fund, and can publish more 0.151-0.698 journals per year. Papers, scientists can produce more than 1.094-3.378 papers on top journals. The biggest subsidy effect was found in the Jay green fund from 2002; that fund’s effect began to decline in 2006. In 2007 and 2008, the effect of the JE fund was not significant. In the performance evaluation of scientific and technological projects, the control group can be constructed through this method to achieve the purpose of inferring causal effects.

805 Research on Construction and Application of a Knowledge Discovery System Based on Intelligent Processing of Large-scale Governmental Documents

Governmental documents are an important form of knowledge resource. Knowledge discovery in governmental document resources based on intelligent processing can help achieve the goal of intelligent knowledge management and promote administrative efficiency in document fiction, document approval, document circulation, and document archiving. It can also significantly promote building digital government and enhance the effectiveness of government governance. To implement intelligent processing of large-scale governmental documents, this paper proposes a series of processing stepsWould this a better alternative?, including content structure analysis, subject automatic indexing, abstractive summarization, key content extraction and sorting, knowledge extraction and linking of policy/decree/administrative enforcement documents, task dissociation, and right-responsibility matching in governmental decree documents. Based on the above processing steps, this paper constructs the knowledge discovery system and analyzes its application. Finally, it also presents a case of knowledge discovery in specific governmental documents.

813 Research on Topic Selection Decision-making Analysis Model for Big Data in Publishing Industry

The essence of intelligence studies is to solve the problem of incomplete information in the process of management decisions. One application area is the application of intelligence products to the process of management decision making. The publishing industry has entered the era of big data, which has greatly affected the traditional publishing industry in China. The various data in industrial chains of publishing have both the characteritics of big data and the outstanding characteristics of the industry. At present, there is little related research in China. Because of this, the decision-making process of publishing management was taken as an example. The method of intelligence analysis and actual data from the publishing industry were used to carry out the research. An applicable analysis model was proposed, and the index evaluation system of topic selection was constructed. Actual data were used to carry out related experiments and analysis. The experimental results showed that the proposed data model was practical, laying the foundation for the construction of the big data platform in the future.

822 Research on the Symbiotic Evolution of Micro-Government Information Disclosure Based on Population Density

For information disclosure, micro-governments adopt a symbiotic system constructed using multi-agent, multimedia, and multi-object. Based on internal population density, it is important to analyze the symbiotic evolution law, which is highly significant to the collaborative development of “Internet + government.” Therefore, from the perspective of symbiotic evolution, a logistic dynamic equation is established with the microcosm population and the vermicelli population as the epitome. The evolution process of the population is analyzed based on two dimensions of independent development and symbiotic development, and the Sina microblog is used as the data source to examine the cooperation between the government microblog and microblog users in the fields of public security, news, traffic, and meteorology. This reflects the current situation of mutual benefit and promotion in different fields prevailing between our government and the public. The empirical evidence shows that there is a symbiotic evolution relationship between micro-government information and the internal population growth of the news and traffic affairs microblog, and all of them are in the parasitic mode, and the internal population of the public security and meteorological affairs microblog is in the asymmetric mutualism mode.

836 Construction and Analysis of Enterprise Multi-layered Competitive Network Based on Data Driver

In order to overcome the predicaments of strong subjectivity, low efficiency, and high cost in traditional competitive intelligence research methods, a multi-layered network model capable of efficiently identifying competitive situations in a complex competitive environment is proposed. First, we identify key business activities of enterprises and build a multi-dimensional perspective analysis model relying on their value chains. Second, we generate a single-layered competitive network by calculating the competition strength between enterprises based on substitution-based methods. Finally, based on the intrinsic value chain connection between multitier networks, we build a multi-layered enterprise competitive network and competitive situation model to analyze the competition situation of the industry or enterprise. The application of this model in the field of new energy vehicles in China proves that the new model can efficiently, multi-dimensionally, and quantitatively analyze competitors and competition situations.

845 Negative Emotions of Online Users’ Analysis Based on Bidirectional Long Short-Term Memory

The negative emotions of netizens are of great significance in the analysis of network public opinions; however, existing research lacks a multiclassification method to identify automatically the negative emotions of online users in massive short text. This study uses word embedding to study the features of the word sequence, learning the sentiment-encoded word vector by increasing the emotional features of the context. The bidirectional long short-term memory (LSTM) model is trained to obtain the online users’ negative-emotion recognition model, and the online users’ anger, sadness, and fear are identified on the basis of judging the online users’ sentiment polarities. Then, the case data are compared with experimental results of models such as support vector machine (SVM), LSTM, and convolutional neural network (CNN). The experimental results show that sentiment-encoded word embedding is more suitable than word embedding for sentiment analysis. The bidirectional long short-term memory model has good sentiment analysis performance. Classifying the negative emotions of the netizen based on the identification of sentiment polarities is better than directly distinguishing negative emotions.

854 Review of Academic Information Behavior Research Based on Contextualized User Profile

This study systematically reviews the literature on academic information behavior based on contextualized user profiles both domestically and globally, with the aim of providing a reference for further systematic research in this field. Synthesis, induction, comparison, and other methods are used, and they are divided into four parts: related-concepts analysis, theoretical research, research perspectives and research methods, and application research. Relevant concepts are divided into contextualization, user profiles, and academic information. Theoretical research is divided into contextual theories, academic information behavior theories, academic information behavior theories based on contextualization, and user profiles. Application research is divided into context-aware services, information acquisition and knowledge acquisition services based on contextualized user profiles, and information recommendation services based on contextual user profiles. On the basis of combing the existing research, it is necessary to strengthen the theoretical research on the basic theoretical system, the user’s situational preference data acquisition, the information service model based on contextual user preference, and the successful practice case study domestically and globally.
