An Exploration of Ways to National Governance of Scientific and Technical Information |

Abstract National governance of S&T information is a systematic project affected by many elements. This paper analyzes key factors such as resource constriction, policies and regulations, institutional settings, and modern information governance. In addition, it examines the American science and technical information governance model and experience. By referring to China’s current status quo, this paper proposes ways in which to modernize S&T information governance with information awareness as the core task. The specific measures include the following: strengthen the resource construction and achieve resource sharing and integration; increase the government’s intervention and emphasis on S&T information, including improving policies and regulations; and optimize institutional settings and strengthen the construction of talents.
