127 Construction of the Conceptual Model of the Evolutionary Process of Intelligence Literacy from the Perspective of Contextualized Analysis Hot!

The transformation of China's intelligence work has generated new requirements for cultivation of intelligence talent. Addressing the development needs of scientific and technological intelligence work in the new era, and delivering high-quality, complex intelligence talents for the future development of information science, is currently an important issue to consider. To this end, this study clarifies the understanding of intelligence literacy in existing research, reflects on its shortcomings, clarifies the contextualized development needs of intelligence literacy connotations, structures the structural framework of intelligence literacy connotations based on the contextualized analysis perspective, and constructs a conceptual model of the evolutionary process of intelligence literacy. This study demonstrates that there is a close interaction mechanism between the external environment, intelligence thinking, and the evolution of intelligence literacy. The element, cognitive, environmental, and result dimensions of the model reflect the four progressive stages of the development and evolution of intelligence literacy: support, drive, progression, and generalization. The cognitive dimension plays a mediating role among the other dimensions. Intelligence thinking plays a key structural and linkage role in the operation of the model, and intelligence literacy should be cultivated with intelligence thinking training as the core method.

140 Quantifying Basic Research Contribution to Biomedical Firms' Scientific Output: A Perspective on Individual Publication Characteristics Hot!

As the foundation of core technologies, basic research has a significant impact on the development of high-tech companies. Therefore, basic research should be accurately identified and measured for its impact and mechanism to be explored. This study uses the scientometric method based on the “Level Score” index, a quantitative index for measuring the basic level of a research paper, to quantify the basic research of firms in the biomedical field, which is a key development industry in China and abroad, thereby investigating the dependence between output and basic research. The results of this study show that: (1) Most biomedical firms need to conduct basic research to sustain their development, and a certain scale and strength are required to conduct both basic and applied research. Large biomedical firms have a more intensive distribution of average basic level papers, whereas smaller firms tend to publish more basic research papers. (2) Basic research type references are the main knowledge base of the papers published by biomedical firms which also rely on some applied research references, indicating that the research activities of biomedical firms are highly dependent on basic research. (3) The basic output type of biomedical firms depends on basic knowledge input and is thus less difficult to obtain applied output type from basic input than to generate basic type output from applied type input.

154 Data Ethics Framework: International Dialogue and the Path of Localization in China Hot!

Data ethics frameworks play an important role in improving data governance effectiveness and optimizing data governance models and are an important part of the international data governance system. Europe and the United States have established relatively mature data ethics frameworks. The exploration of their basic structures and deep logic can provide important references for the construction of the Chinese data ethics framework, which is of great significance to the modernization of China’s data governance system. Through literature research and content analysis methods, we compare eight foreign data ethics frameworks; investigate the common framework, structure, and operation mode of foreign data ethics; and draw on the model and practical experience of foreign data ethics frameworks to conduct an exploratory study on the participation of China’s data ethics framework in international data ethics dialogues and the path of Chinese construction. The data ethics framework in foreign countries is relatively stable and regular, and it establishes a logical framework of data ethics supported by laws and regulations, with basic principles as the core and action plans as the guidelines, forming an ethics-centered operation mechanism that integrates “laws and regulations, ethical framework, and ethical instructions.”

167 Emerging Topic Recognition Based on Three-Dimensional Topic Feature Measurement Hot!

Recognizing emerging topics is conducive to monitoring the latest trends in development over time, providing valuable information support for researchers’ topic selection and research managers’ policy decisions. In this study, an emerging topic recognition method based on a three-dimensional topic feature measurement is proposed. First, topic modeling is conducted using domain semantic knowledge from BERTopic, representing topics by documents as the basic unit. Next, a three-dimensional topic feature index framework based on time, reference, and correlation is constructed to identify emerging topics. The feasibility and effectiveness of the proposed method are discussed through empirical studies, using domain data on text classification as examples. The findings reveal that using documents as the basic unit enhances the exploration of topic features, the three-dimensional topic feature index framework demonstrates good adaptability and expansibility, and the proposed method can be generalized application in other domains. At the theoretical level, this work provides a reference method for emerging topic recognition research. At the practical level, it can serve as a reference tool for scientific and technological intelligence analysis and domain development trend analysis.

181 A Deep Learning Approach for Identification of Potentially Disruptive Technologies by Integrating Patent Data and Social Media Hot!

In promoting social progress and economic development, prompt and accurate identification of potentially disruptive technologies is critical for enhancing enterprise competitiveness and driving industrial transformation. This study proposes a method for the early identification of potentially disruptive technologies by integrating patent and social media data, as an important supplement to existing research theories and methods. First, the relevant patent data in the field were retrieved and divided. Second, based on the characteristics of disruptive technologies, indicators related to disruptive technologies were selected to construct an indicator system and calculate the technological impact. Third, Bi-LSTM was employed to train the relationship between patent indicators and technological impact, whereby candidate disruptive technologies were predicted and combined with BERTopic to extract technology topics. Social topics were extracted from social media data through BERTopic modeling and evaluated for attention and sentiment tendencies. Subsequently, using semantic similarity, the social topics were matched and mapped to technology topics for classification, to identify potentially disruptive technologies. The application of this identification method is illustrated in medical robots. The results demonstrated that the Bi-LSTM model achieves above 90% accuracy, precision, recall, and F1-score metrics, outperforming other models. Potentially disruptive technologies in the field of medical robotics can be classified into high attention-positive attitude, low attention-positive attitude, and low attention-negative attitude. The potentially disruptive technologies identified in medical robotics can provide valuable references for national development policies and relevant industry arrangements.

198 Scenario-Based Competitive Industrial Intelligent Service Model for National Strategy Hot!

To describe industrially competitive intelligence service with fine granularity, this study constructs a scenario-based model for industrial competitive intelligent service, to enable the high-quality development of industry in complex environments. First, by inspecting domestic and foreign research on “scenario-based service, industrial competitive intelligence service model, intelligent intelligence, and intelligence intelligent service,” the concept of “scenario-based intelligent service for industrial competitive intelligence” is advanced, following the research logic of “strategic leadership and demand traction, scenario positioning and fine-grained characterization, parallel systems and virtual-real interactions, paradigm shift and service dimension upgrading” to construct a scenario-based intelligent service model of industrial competitive intelligence by fusing scenario theory and parallel intelligence thought. Based on an empirical study conducted on the new energy automobile industry, this study proposes an effective path for industrial competitive intelligence service. Four scenarios of intelligence service are considered for industry, including digital upgrading, core technology, emergency coordination, new industry, and new business cultivation, based on the five-tuple description of industrial intelligence scenarios, providing a panoramic description of the dimensions of service content, subject, object, tool/means, and capability. Accordingly, a scenario-based competitive industrial intelligent service model is constructed for national strategy, based on the new energy automobile industry as an example, to verify the feasibility and effectiveness of the model.

214 Influence of Privacy Protection Technical Features on Users' Privacy Protection Behavior Intentions Hot!

To ensure the high-quality development of the digital economy, it is crucial to strengthen the protection of personal privacy in mobile applications. Privacy settings and permission request settings are two main privacy protection measures provided by mobile service providers, and their effectiveness is controversial. They are not widely used or adopted by users, probably because users cannot choose and control what personal information applications collect, what purpose it is used, and who it is shared with through privacy settings. Moreover, the operation process of permission request settings is complicated. To effectively exert the positive effects of privacy-protection technologies, we must pay attention to their technical features. In this study, we propose two technical features for existing privacy protection technologies from the perspective of providing users fine-grained control over personal information disclosure: the operability of privacy settings and the effectiveness of permission request settings. Based on signaling theory, we investigate the effect of these two technical features proposed in this study on users’ intentions to refuse to provide personal information and to provide false personal information (referred to as “privacy protection behavior intentions”). A total of 334 valid data points were collected using a scenario-based experimental method, and the PLS-SEM (partial least squares - structural equation modeling) method was applied for empirical analysis. The experimental results demonstrated that the operability of privacy settings and the effectiveness of permission request settings have significant direct negative effects on users’ privacy protection behavior intentions and indirect negative effects on users’ privacy protection behavior intentions through privacy concerns. Furthermore, the two technical features proposed in this study have significant positive interaction effects on users’ privacy protection behavior intentions. Our study enriches and expands the study of privacy protection technology design and user information behavior, and provides insights for mobile service providers to enhance their competitive advantages by designing effective privacy protection measures, thus promoting the high-quality development of the digital economy.

230 Basic Theoretical Questions Concerning Compliance Intelligence Hot!

This study examined the intelligent attributes of compliance management, relationship between the information behavior of compliance management and existing branches of information science, the concept and discipline development prospect of compliance intelligence, and the priority promotion areas of current compliance intelligence research and service. Multi-combination methods including identifying the real information behavior through the separation of “name” and “reality,” participating in special conferences on compliance management, case study, literature research, and expert consultation and interviews were employed. The results indicate that compliance management is a typical “intelligence study” behavior and that compliance intelligence is a new branch of research, different from the existing branch of information science. The concept and key aspects of compliance intelligence were investigated. Notably, cultivating the discipline of compliance intelligence, which is of considerable significance and has good development prospect, is not only feasible but also necessary. Furthermore, the four priority areas of current compliance intelligence research and service are (1) research on basic theoretical methods of compliance intelligence, (2) training of compliance intelligence professionals, (3) development and application of compliance intelligence technology tools, and (4) publicity and promotion of compliance intelligence.

237 Advances in Identification, Organization, and Application of Innovative Content in Scientific Literature Hot!

As a core object of scholarly communication, content plays an important role in scientific innovation activities. Through document analysis, this paper clarifies the connotation of related concepts in scientific innovation, summarizes the main practices and problems of scientific innovation content identification and extraction from scientific literature, and compares the main data models of structured organization and application scenarios in innovation content. Significant disciplinary differences were found in identification and extraction, structured organization and application based on scientific innovation and granularity of the innovation content organization in related data models. Data models and applications for innovative content have broad prospects for future development; however, the large-scale practices in this field are few. Finally, a scientific communication framework was designed based on scientific innovation content and two macro level practice paths, as well as three main tasks and challenges to realize this framework.
