Abstract In the development strategy of national think tanks, intelligence studies should consider how disciplines play a role in future national think tank strategies. In serving the construction of think tanks, the development strategy of national think tanks is also a platform and opportunity for the social practice and application of the development of information science. Aiming at the real integration of think tank activities and intelligence studies, this paper constructs the intelligence process supporting think tank activities and the intelligence system assisting the production of think tank products. This paper also proposes an intelligence flow control strategy, and it can promote the influence of think tanks. Based on these studies, intelligence studies can respond to the needs of think tanks, and it also can be developed in the process of serving for think tanks.
