摘要在复杂政策情境中，多元行动者结成协作网络，共同制定和执行公共政策。协作群组是网络中规模较小、内聚度较高、围绕特定政策目标或工具开展协同行动的行动者子集，即群组。识别并理解群组对于厘清协作结构、解读协作模式具有重要意义。然而，现有研究通常将政策网络与政策过程割裂开来，难以形成对政策协作的整体性分析，导致对群组的冲突性和模糊性处理不佳。本文从系统视角出发，基于“网络+过程”的二维框架，提出一种异构网络政策协作群组识别方法，用于分析复杂政策情境下的多元行动者、政策目标、政策工具与协作关系。通过案例研究验证了该方法具有可行性，能够有效刻画群组的异质性及其边界、构成和内涵，为深入理解政策协作的系统特征和协作模式提供了新的思路与实证支持。
