663 Characteristics of the Technology Impact of Breakthrough Papers in Biology and Medicine Hot!

The identification of breakthrough papers is important to the forward-looking layout of innovation and scientific research management. Identifying and analyzing the characteristics of breakthrough papers are important for improving the current scientific research evaluation methods. The existing identification methods of breakthrough papers were analyzed; the existing problems were summarized; the theory that breakthrough papers may have high novelty was constructed; their high academic influence and technology influence were considered; and the effectiveness of the ternary metrological feature theory, proposed in this study, in the biomedical field was verified. Accordingly, the recognition method of breakthrough papers was constructed and applied to the early recognition of breakthrough papers; further, its recognition effect was verified. The novelty of breakthrough papers in the biomedical field is within the top 50% ranking in the field, and their academic and technical influence are within the top 1% ranking in the field, which confirms the effectiveness of the ternary metrological feature theory of breakthrough papers. The accuracy of the breakthrough paper recognition method proposed in this study is significantly higher than that of the comparison method. It is suitable for the analysis of large quantities of data, can significantly improve the efficiency of scientific research evaluation, and has reliable practicability.

676 Analysis of the Correlation between Forward Patent Citation and Patent Waiver in the Safety Emergency Industry Hot!

The forward patent citation is a disputable patent evaluation index, although it is generally considered by the academia to have a positive evaluation significance. However, opposing standpoints have been presented constantly. This study conducts an empirical analysis on the correlation between forward patent citation and patent waiver, rediscovering the evaluation significance of forward patent citation from a new perspective. Taking 24,510 safety emergency industry patents in four technological domains as samples, this study explored the correlation between forward patent citation and patent waiver using a log-linear model and multivariate statistical difference analysis method. Based on the calculation of cross contingency table, chi-square statistics, and the probability value, this study found a statistically significant correlation between the two factors, implying that patents are more likely to be waived once cited. This study's discovery provides new content to objectively understand the meaning of forward patent citation in information science and establishes novel ideas in using an index of forward patent citation to evaluate patents.

684 Analysis of Patent Technology Topic Evolution Based on Product Life Cycle Hot!

The evolution of the patent technology subject contains the development context of product technology. Grasping it accurately is very important for product technology researchers. In view of the shortcomings of the existing patent technology subject evolution analysis, a patent technology subject evolution analysis method based on product life cycle is proposed. First, aiming at the problem of the existing time feature partitioning method leading to an inundation of topic information in the early stage of product development, a product life cycle partitioning method is proposed that uses the patent growth law and local topic semantic similarity to divide the product life cycle. Second, aiming at the problems of poor applicability of the existing subject mining methods to the patent literature and the lack of obvious technical characteristics of the subject, a Multiple Weighted Latent Dirichlet Allocation (MW-LDA) patent subject extraction method is proposed. MW-LDA is used to improve the term weights from multiple angles and construct compound weights to optimize the process by which an LDA model generates feature words, making it more applicable to patent texts. Then, a method for the evolution analysis of the product patent technology topic is proposed, and the evolution analysis of the product patent technology topic in different stages of the product life cycle is realized using the strength of topic correlation between phases. Finally, the experimental results and comparative experiments on a corpus of patents of electric vehicle power units show that the method can effectively identify the technical topics of patents and analyze the development trend of products, which can provide support for scientific research and science and technology policymaking.

692 Evaluating the Effectiveness of Government Microblog Information Release in Emergency Situations Hot!

Governments information release by the new media has become an important way to bring innovation in the field of governance and social services. Evaluating the effectiveness of information release by government microblogging helps improve the government's ability to deal with public opinion in the big data environment. From the perspective of the new public management theory, this study proposes a method to evaluate the effectiveness of information release by government microblogging based on the “Cognition-Emotion-Behavior” theory and data envelopment analysis model. Microblog entries related to the southern flood in 2020 were collected. Thereafter, based on persuasion theory, we identified the influencing factors of the information release effectiveness of government microblogging. Seven regression models were established. The SHapley Additive exPlanations (SHAP) technique was used to analyze the importance of features and interaction of the LGBMRegressor model, which offers optimal comprehensive performance. The influencing mechanism of the effectiveness of government microblog information release is revealed. The obtained results provide numerous suggestions on enhancing the effectiveness of government microblog information release during public emergencies, which is of great significance in improving the ability of government microblogging to deal with public opinion in the digital era.

707 Recognition Method and Annotation of Academic Claim Sentences Hot!

Claim sentences in academic texts contain the scholars' opinions and judgments on research issues. Identifying them is helpful for organizing and mining academic thoughts contained in them to assist scholars to carry out scientific research activities efficiently. Based on previous studies, this paper presents three sufficient conditions and three prerequisite conditions for the judgment of claim sentences and clarifies the judgment criteria of claim sentences from positive and negative perspectives. In this study, we construct the annotation system of claim sentences, select a few papers in the field of information resource management, and carry out the annotation experiment of claim sentences at the abstract and full text levels. The recognition effect of sequential minimal optimization (SMO), support vector machine (SVM), naive Bayesian, decision tree, k-nearest neighbor (kNN), BERT+FC, and BERT+BiLSTM classifiers on a claim sentence was evaluated. The results show that: (1) using the criteria proposed in this study, the annotators have a high consistency in the annotation process of claim and non-claim sentences within academic texts at the abstract and full text levels. (2) When only textual features are used, the method based on the BERT+BiLSTM achieves the best performance. Evaluation shows that the precision, recall, and F_1 indicators are greater than 90%. (3) In academic papers, there exist differences in the length and the relative position within a paragraph and a text, between claim and non-claim sentences. (4) At the abstract level, the SMO method was used. After incorporating the length feature, the recognition effect of the classifier was improved by 0.5% in the F_1 value. At the full-text level, we used the SVM classifier. After adding the features of length and the relative position within the paragraph and text, the recognition effect of the classifier was improved by 2% in the F_1 value.

720 Application of Lexical Functions in Novelty Measurement of Academic Papers Hot!

To further investigate the novelty measure of academic papers, we conducted a study on the novelty measurement of academic papers based on lexical functions. Specifically, we propose a method to calculate the novelty of words for further pre-training in the field of computer science based on the data in papers in Association for Computing Machinery (ACM) Digital Library and present a novelty calculation process for “question-method” combinations. We calculated the novelty of the test set data and performed a comparison between our method and existing methods. Results show that the papers collected from the ACM database are more innovative in terms of both research methods and research questions, and the method proposed in this paper can capture more fine-grained novelty differences at the semantic level.

733 Multi-dimensional Analysis of Domain Knowledge Based on a Fine-grained Keyword Citation Network Hot!

Due to the lack of a semantic role of nodes and the association relationship between nodes being single in the current keyword citation network, this study enhances the semantic information of nodes and their association relationship through an academic text semantic function and proposes a fine-grained keyword citation network. First, this paper analyzes the content of academic text, extracts the keywords, citation associations, citation context, and citation objects of academic literature and identifies their term and citation functions. Next, the complex network method is utilized to construct a fine-grained keyword citation network. The multi-dimensional analysis of domain knowledge is carried out based on three aspects: citation function-aware subnet analysis, multi-dimensional association analysis of specific nodes, and fine-grained domain knowledge evolution analysis. The ACL domain dataset is taken as an example for empirical research. Results verify the validity of the proposed method; discover the patterns of use, extension, and comparison among domain knowledge; reveal the development of specific research problems or the application of specific methods; and describe the fine-grained evolution of domain knowledge. This study extends the research method and research depth of keyword networks and provides a new perspective and path for multi-dimensional analysis of domain knowledge.

745 A Counterfactual Method for Evaluating Academic Journals through Changes in Information Entropy in Knowledge Systems Hot!

This study develops a new method for the quantitative evaluation of the quality and influence of academic periodicals from a new perspective, considering that the existing academic journal evaluation concepts and methods cannot fully adapt to the developments of the academic publishing industry. By introducing the theory of information entropy, we construct a knowledge system consisting of a collection of papers published in academic journals and form a quantitative calculation model of information entropy in knowledge systems by relying on the indicators formed through citation analysis methods. Accordingly, the method of measuring the academic contribution of the evaluated periodical is based on counterfactual thinking, which calculates the “real value” of the information entropy of a knowledge system in the discipline that the evaluated journal belongs to, and the “non-real value” of the information entropy of the “what if” knowledge system without the evaluated journal. The difference between the “real value” and “non-real value” can be used to express the academic contribution (negative entropy introduced) of an academic journal to its knowledge system. The empirical evidence shows that this innovative method can reflect the academic value of periodicals from a new perspective.

Under the national strategy, the development of intelligence studies will present not only new characteristics but also new opportunities and challenges. This study analyzes the impact of national strategy on the academic research of intelligence studies around the value structure, problem domain, and interdisciplinary research, on the talent cultivation around student source, curriculum system, and comprehensive quality, and on the application of intelligence studies around social functions and application scenarios. In view of this, the study evaluates the development countermeasures of intelligence studies academic research, from the aspects of the discipline structure, research object, knowledge system, and academic discourse; it evaluates the development countermeasures of intelligence studies education from the aspects of personnel training, specialty construction, curriculum system, and educational resources, by enabling strategic decision-making and the development of various disciplines. Moreover, it explores the development countermeasures of the application of intelligence studies from the aspects of enhancing the “wisdom +” construction discourse power.
