| Reflections on Innovative Development of Information Resource Management Discipline in China During the 15th Five-Year Plan Period |

Abstract As the 14th Five-Year Plan reaches its end and the 15th Five-Year Plan approaches, the information resource management discipline is undergoing systemic transformations, including the upgrading of national strategic demands, profound restructuring of the disciplinary system, accelerated iteration of digital and intelligent technologies, evolution of social demands, and transformation of talent-cultivation models. Hence, top-level designs in disciplinary development must be strengthened, with support provided by advanced strategic planning in disciplinary foundation building, social services, and talent cultivation, to foster high-quality development and innovative breakthroughs in the discipline. In this regard, the authors systematically investigate methods to highlight the characteristics and enhance the synergistic effects of second-level discipline construction to deepen the connotation and expand the extension of first-level disciplines. The innovative development of an autonomous knowledge system for China’s information resource management discipline will elevate its discourse power and leadership within both the Chinese context and the global philosophy and social science systems. The authors further analyze the discipline’s core value in national strategies such as “Artificial Intelligence +” and “Data Elements ×” as well as global digital governance and services, with emphasis on enhancing its intellectual contributions and solution-providing efficacy to provide adequate support. Additionally, the authors highlight the necessity for systematic approaches to talent cultivation, including the structural optimization of degree programs, establishment of a composite talent-cultivation philosophy, development of interdisciplinary research teams, innovation of industry-education integration mechanisms, and international certification standards.
