Abstract The international technological competition largely contributes to the importance of the research on technical intelligence. A crucial intelligence task is to build the factual basis of intelligence in response to the demands of strategic decision-making. This study, following the logical structure of “WIKID-fact-clue”, is focused on the analysis of technical projects. The mechanism of action of intelligence, factual concerns, and factual causes is expounded. From the perspectives of demand traction and scenario definition, the organizational principles of intelligence facts are clarified, and the sequence of factual causes required for a technical intelligence analysis is sorted. Finally, starting from the implementation elements such as “compilation/meme/exploitation” of intelligence facts, the basic construction of intelligence facts is presented. Strengthening the foundation of intelligence facts and building a professional intelligence fact database that matches the analysis are necessary actions to fulfill the mission of intelligence characteristics.
