Construction of an Intelligence Resource Support Capability for Smart Emergency Management |

Abstract At present, the emergency management system in China is facing institutional change and entering a new stage of development. At the same time, there is rapidly increasing demand for big data on emergencies, as well as intelligence resources in the field of emergency business. These changes introduce new expectations and requirements for the pattern of “big intelligence” for smart emergency management. This paper summarizes the current situation and problems of intelligence resource support in the field of emergency management, including insufficient intelligence awareness, inadequate construction, outdated technology, low cooperation and sharing, and weak sustained security. Based on the Chinese context and modern environment, this paper puts forth a realistic proposition for the construction of an intelligence resource support capability for smart emergency management processes, and analyzes its connotation and orientation. From the perspective of capability deconstruction, the main content and operation mechanism of the relevant capability system are explained through four dimensions: the basic reserve capability, the deep development capability, the collaboration capability, and the sustainable development capability. Finally, the paper puts forwards countermeasures to cultivate capability, which include the self-conscious and self-making of intelligence resources, technological developments in intelligence resources, the overall mobilization of intelligence resources, and the ecological optimization of intelligence resources in order to support the realization of a smart and flexible intelligence system for emergency management in the new era.
