摘要颠覆性技术因能够颠覆传统技术路线和改变游戏规则等重大作用而受到主要经济体的高度重视。本文分析了主要经济体支持颠覆性技术创新的政策措施，一是设立专门机构或计划，采用非常规的项目管理方式资助颠覆性技术研发；二是针对重要的颠覆性技术出台专项计划，系统推进颠覆性技术的发展和应用；三是完善对颠覆性技术的治理和监管，在鼓励创新和降低风险之间达到平衡。基于国外的做法和经验，本文最后提出了对我国的启示。
