883 Information Awareness for Decision Making in Strategic Emerging Industries Hot!

The “information awareness” concept is used to guide the intelligence work of strategic emerging industries, which can help decision makers handle complex decision-making environments and grasp industrial policy windows. Considering decision making in strategic emerging industries, this study analyzes three types of information awareness elements: the needs of information users, content of information objects, and organization of information tasks. This study proposes an implementation framework of information awareness comprising clue discovery, method application, and information description components. The results provide a solution based on information awareness for incomplete information problems encountered by decision makers in strategic emerging industries and can serve as a reference for science and technology (S&T) information work based on information awareness.

893 Objective Consistency of Funded Projects and Papers Based on Discipline and Text Hot!

Exploring the content relevance of funded projects and output papers can help broaden the analytical dimension of funding performance evaluation, which is significant for improving the level of funding management. Considering the content relevance of funded projects and papers, this study proposes a definition of objective consistency and develops a method to identify such consistency between funded projects and papers based on discipline and text. The projects funded by the National Natural Science Foundation of China (NSFC) were used to verify the effectiveness of the method. A large number of NSFC projects are found to have low objective consistency with their output papers, and there is a significant difference in the distribution of NSFC projects with different objective consistency characteristics across various aspects. The proportion of “low discipline similarity-low text similarity” projects is higher in the more influential projects of the Key Program and the National Science Fund for Distinguished Young Scholars. The results indicate that the objective consistency identification method can effectively compensate for the deficiency of a single perspective and achieve a comprehensive multidimensional identification of objective consistency between funded projects and papers, thus providing a new perspective and approach for performance evaluation of the former.

906 Scientific and Technological Information Fusion Method for Scientific and Technical Frontier Exploration Hot!

The development of information technology networks has changed the ecosystem of scientific and technological intelligence information. The fusion of scientific and technological information is one of the key issues in research on scientific and technological frontier detection and a new hotspot in the field of scientific and technological intelligence research. Based on existing research and the application requirements of frontier detection, this paper proposes an information fusion method. Considering scientific and technological papers, patents, and funded projects as information sources, an empirical study is conducted on the feasibility of scientific and technological information fusion methods for scientific and technological frontier detection. The results show that the method proposed in this paper can be used for scientific and technological frontier detection, laying a foundation for subsequent research.

915 Modeling and Representation of Tacit Knowledge Infrastructure of Outstanding Scholars Hot!

Academic innovation is the primary driving force for national development as well as the basis and foundation for constructing the independent discourse system of China. The current academic innovation research mainly evaluates academic achievements without a deep analysis of the innovation progress. Therefore, it fails to reveal the nature of academic innovations. This study aims to explore the origins of academic innovation of outstanding scholars, examines the composition infrastructure of tacit knowledge of outstanding scholars, explains the interaction relationship and evolution process between knowledge and thinking structures, and uses a knowledge super network model to represent the tacit knowledge of outstanding scholars. Exploring the structure and representation of tacit knowledge of outstanding scholars is crucial for understanding the inner mechanism of their academic innovation.

926 Research on the Quantitative Evaluation of Universities' Online Reputation Hot!

Universities’ online reputation is an important intangible resource with an important reference value for the mobility of talent and the allocation of social resources, and quantitative evaluations are of both theoretical and practical importance. Based on previous research, this study selected data from People’s Daily Online, Zhihu, and Weibo as research samples, deduced and designed an index system of universities’ online reputation through scientometrics and altmetrics, and carried out an empirical test on 137 double-world-class universities. The results demonstrated that the online information channels represented by People’s Daily Online, Zhihu, and Weibo contain rich online reputation data. There was a relationship between the performance of the university’s online reputation and its location and category factors. The online reputation of science and technology universities was relatively weak, and the universities’ online reputation proposed in this study was highly consistent with the performance of traditional university academic reputation in top universities and had a strong identification effect on some social science colleges.

939 Spatiotemporal Diffusion Analysis of Achievement Transformation Topics in Government Science and Technology News Hot!

Government news on science and technology (Sci. & Tech. News) has become an important medium for publishing, promoting, disseminating, and diffusing scientific and technological policies. Currently, Chinese policy research focuses primarily on the policy itself and less on the role of the news in analyzing policy diffusion. Combining the complexity of the policy diffusion process and characteristics of Sci. & Tech. News, such as timeliness, conciseness, and extensiveness, this study attempts to explore the role of the government in Sci. & Tech. News diffusion, analyzing and characterizing the laws governing the policy diffusion process. First, sample and data crawling methods were used to collect and establish a database of Sci. & Tech. News. Subsequently, using manual coding and text mining methods, topics of science and technology achievement transformation were identified and combined with the elements of policy implementation to build a theoretical framework of topic association. Finally, the processes and characteristics of the spatial and temporal diffusion of Sci. & Tech. News on achievement transformation were studied considering the four diffusion dimensions of intensity, breadth, explosiveness, and distributiveness. It was determined that Sci. & Tech. News and policy topics display consistent proliferation characteristics. The role of Sci. & Tech. News in policy diffusion is significant, not only in terms of the immediate and comprehensive implementation of science and technology achievement transformation policies, but also in terms of reflecting the focus of the Ministry of Science and Technology on the concise and dynamic implementation of science and technology policies across provinces and cities. The proposed analysis is a generic scheme for the identification of spatial and temporal diffusion of Sci. & Tech. News topics, and the research was conducted to compensate for the shortcomings of policy diffusion studies that are based on policy text.

952 Extraction and Evolution Analysis of Fine-grained Method Entities from Full Text of Academic Articles Hot!

During scientific research, researchers should consider choosing appropriate solutions for different research problems and optimize the methods to better solve the research problems. Therefore, research methods are often the key to solving research problems and important knowledge in academic literature. This helps researchers to quickly discover the method entities contained in the full text of academic literature and provides a practical reference for recommending key solutions to their research problems, which can improve the efficiency of researchers in solving problems. Currently, research on the relationship between method entities and the rich knowledge contained in academic literature is unavailable. To this end, this study considers the field of Natural Language Processing as an example; subdivides the method entities into four types: algorithms, datasets, indicators, and tools; annotates 50 papers as a training corpus. In this study, four types of models were used to extract entities. The experimental results demonstrated that the performance of the SciBERT+CRF model is the best. Based on the full-text data of papers collected by the ACL Conference from 2001 to 2020, this study further analyzed the usage of the extracted method entities. In this study, an entity association dataset was developed by combining the classical association rule mining algorithm Apriori and the chi-square value, and the evolution of the entities was analyzed. The results of this study reveal the relationship between method entities and their overall evolution, which can assist researchers in specific fields to find suitable research methods.

967 Storage of Semantic Knowledge Hypergraph Based on a Resource Description Framework Hot!

To address the low storage efficiency and difficulty in storing complex semantic relationships in a resource description framework (RDF), the hypergraph theory is introduced to explore a semantic knowledge graph storage model that integrates the hypergraph theory to realize the storage of hypergraph data based on the RDF and provide a reference for other scholars to use the RDF to build knowledge hypergraphs. We construct a semantic knowledge hypergraph (SKH) model suitable for hypergraphs, analyze its storage efficiency and storage capacity of complex semantic relations by comparing it with a semantic knowledge graph (SKG), and discuss its applications in knowledge retrieval, knowledge reasoning, data conversion, and visualization. We established that the SKH model has better storage efficiency and complex semantic relationship storage capacity than the SKG. The methods of knowledge retrieval and knowledge reasoning of SKG are also applicable to SKH. The SKH model data can be transformed into SKG data considerably, and the SKH model provides a diversified and expressive visualization method. It is crucial for complex semantic storage in the field of information resource management.

980 Research Paradigm of Chinese Information Science: Current Situation and Prospects Hot!

Analyzing the history, current situation, and future development prospect of Chinese information science research from the paradigm perspective is helpful to grasp the progress of information science research with Chinese characteristics as a whole. Using the methods of bibliometrics and content analysis, supplemented by classified comparison and abstract extraction, this study considered the theoretical documents published in China from 1980 to 2022 as its research object, analyzed academic tradition, theoretical pursuit, and paradigm transformation of information science research, and then looked towards the future. The research shows that China’s information science research has formed academic traditions, such as enhancing discipline awareness, adhering to problem orientation, opening discipline scenes, revising technological traditions, and strive for diversity of methods, which constitute the metaphysical thoughts, viewpoints, and methodologies of the Chinese paradigm. The content and characteristics of the theoretical research on Information Science in China are as follows: establishing a unique position, rooted in social reality, promoting theoretical integration and exploring the construction of localization theory, which constitute the theoretical part of the Chinese paradigm. In summary, the research paradigm of Information Science in China has realized the focus transformation and parallel development around the “system-user-integration view.” From the perspective of information organization and utilization, the paradigm of information science research in China has experienced a transformation process of “institutional - information movement - epistemological - hermeneutic - information engineering - information and intelligence integration paradigm,” but the coexistence of multiple paradigms is the current main feature of information science research in China. The Chinese paradigm of information science research in the future will certainly strengthen Chinese characteristics. Therefore, it is also necessary to integrate the two paradigms of information and intelligence and coordinate the three scenarios of “supporting development,” “ensuring security,” and “maintaining competition.”

996 Searching for Weak Future Signals: A Review of Weak Signal Identification Hot!

As an important prediction method that reduces uncertainty, weak signals identification is heipful for avoiding risk and grasping opportinity, and has been of interest to academics. This article aims to clarify the research status, determine the research focus, identify the research direction, and provide reference for relevant scientific researchers by summarizing the relevant research literature of weak signal recognition. First, the definition and development of weak signals and related concepts are determined. Second, relevant theories are summarized. Third, the research target and data source are analyzed. Additionally, the usability of the methods is clarified. Finally, the perspective direction focused on weak signal identification research is proposed. The literature review shows that weak signals and system identification theory lack universally accepted definitions, and although diversified methods have been used to identify weak signals from all types of data sources, the evaluation and test research remains insufficient.
