Establishment of Technologies Foundational to Science and Technology Intelligence Services in a Complex Information Environment |

Abstract Establishment of technologies foundational to scientific and technological intelligence services is an indispensable and important basis for scientific and technological intelligence undertakings in a complex information environment. Using Mr. Qian Xuesen's system engineering thought as a beginning reference, this paper discusses how to optimize production of foundational technologies to support a science and technology intelligence industry in a dynamic and rapidly changing environment and expounds on the value of adhering to the principle of system analysis and paying attention to engineering construction requirements. This paper analyzes the characteristics and structure of the technological foundation of science and technology intelligence, identifies the main components/core elements and important relationships between core elements, deduces the operational and management mechanisms foundational to science and technology intelligence, and constructs a blueprint for construction of core technologies supporting a science and technology intelligence industry to serve in a complex information environment.
