| Outstanding and Intelligent Empowerment of Scientific and Technological Intelligence in Complex Information Environments |

Abstract Scientific and technological intelligence incorporates a natural “intelligence” component and professional characteristics. Scientific and technological intelligence work is integrally connected with the use of advanced methods and technologies. In a complex information environment, the demand, research, and working mode of scientific and technological intelligence enterprise are being changed. The development of scientific and technological intelligence enterprise is facing new opportunities and challenges. At the same time, they also put forward higher requirements for empowering role of scientific and technological intelligence. Based on needs that arise in times of national development, this paper proposes a new concept of outstanding and intelligent empowerment of scientific and technological intelligence, expounds the requirements and conditions essential to outstanding and intelligent empowerment of scientific and technological intelligence, and lays out a path to realization of outstanding and intelligent empowerment of scientific and technological intelligence. Taken together, this work identifies directions of the development of science and technology intelligence enterprise in a complex information environment.
