Abstract Scientific data is an important strategic resource, and scientific data management has received extensive attention in academic research and practice. Scientific data management pertains to the utilization of scientific data, and the scientific data requirements can be identified through observation and research of the scientific data uses. This paper discusses relevant research on scientific data citation using the academic achievements of citation content analysis as reference. The citation content analysis framework of scientific data was developed, which divided the importance of scientific data based on the citation functions, and the value of the scientific data and its sources was judged according to their importance. The consistency of the framework was tested by quantitative analysis, and 32 English papers in the field of oceanography were selected as samples to analyze the value and source characteristics of the scientific data in oceanography.
