摘要探索科技政策对颠覆性技术创新发展的作用及其有效途径具有重要意义。本文以DNA测序技术为例开展研究，发现在颠覆性技术的演化过程中，政府全链条科技政策体系可以通过预判发展前景、制订战略规划、变革资助方式、调整技术方向、配置研发主体、增速技术转移和成果转化、实施项目评估等政策治理工具，在颠覆性技术的早期高风险研发和应用阶段发挥关键作用。本文基于以上作用提出相应的政策建议，以期促进颠覆性技术飞跃式发展。
