统筹科技发展与科技安全的情报体系框架研究

摘要统筹科技发展与科技安全已成为国家重要战略之一。情报体系作为科技战略咨询系统的重要组成部分，理应发挥其应有作用。构建支持统筹科技发展与科技安全的情报体系，需要相关理论的支撑。本文主要探索情报体系构建的理论问题。从统筹科技发展与科技安全内涵入手，探索情报体系的理论框架，深入系统地分析了理论框架中的保障系统、治理系统和运行系统三个要素。
